Position Description

This opportunity is with a Township/Municipality located just north of the GTA. They have a very nice office and grounds and provide a very good work/life balance. They also have comprehensive benefits including an excellent pension plan.

Reporting to the Chief Administrative Officer, this position is accountable for providing an exceptionally high level of confidential human resource, administrative and executive support for the management and organization of all matters under the purview of the Chief Administrative Office.

This position also involves liaison with Council Committees and senior management. The position is required to maintain general awareness of local and municipal matters, corporate priorities and issues, and other matters affecting the municipality. This position has access to confidential and sensitive materials and absolute discretion is always essential.

Key Roles and Responsibilities

  • Human Resources
    • Assist in creating a formal HR function with the Township.
    • Support HR initiatives, executing tasks passed down from management, and operating at the tactical and transactional levels.
    • Maintain accurate, up to date and complete personnel records.
    • Update Employee Handbook - eliminating unnecessary or outdated materials and updating with current policies and legislation.
    • Communicate Human Resources policies, procedures, laws, standards and regulations.
    • Assist with administering and educating employees of benefits.
    • Ensure effective exit interviews and provide management with analysis and recommendations.
    • Provide resolutions to employee relation issues (e.g. employee complaints and harassment allegations).
    • Act as representative for WSIB claims.
    • Oversee adequate orientation and training within the organization.
    • Administer and record employee training programs.
    • Perform interviews, screens, and recruit for job openings.
    • Ensure the compatibility of applicants to job positions.
    • Manage salary structure, position documentation, and an evaluation system.
    • Develop and maintain human resource data bases (HR Downloads).
    • Develop and provide recommendations for policies and processes.
    • Keep job descriptions current.
    • Other duties as assigned.
  • Executive Assistant
    • Responds to inquiries and provides follow-up through correspondence or scheduling of meetings on behalf of CAO.
    • Provides administrative support for the Municipality where required.
    • Responds to telephone, e-mail, and in-person inquiries from clients, business partners, and other parties. Refers all inquiries to the appropriate individuals or departments.
    • Type forms, letters, reports, and memos as necessary. Fax, photocopy and scan documents as required.
    • Accurate and appropriate filing of invoices and receipts.
    • Undertakes general office duties as assigned by CAO.
    • Assist CAO with formatting policies and procedures manuals.
    • Undertakes research as requested.
    • Other duties as assigned.

Candidates for this role will have relevant experience, strong communication skills and strong PC skills.  Assets include an HR designation (CHRP, CHRL) or working towards one as well as experience in a municipality setting.
